Matthew Elderfield, Deputy Governor, Central Bank of Ireland
Matthew Elderfield is Deputy Governor of the Central Bank of Ireland, responsible for financial regulation. He joined the Central Bank of Ireland in January 2010.
He is responsible for prudential, conduct of business and markets supervision of financial services companies in Ireland, including banks, insurers, investment firms, investment funds and credit unions, as well as for enforcement and regulatory policy matters.
He is one of three executive members of the Commission (Board) of the Central Bank.
Mr Elderfield is the alternate chair for the Management Board and the Board of Supervisors of the European Banking Authority.
He is a member of the Governing Council of the European Systemic Risk Board, the Executive Committee of the International Association of Insurance Supervisors and the Managing Board of the European Insurance Occupational Pensions Authority.
Prior to taking up his position at the Central Bank of Ireland, he was Chief Executive of the Bermuda Monetary Authority (BMA) from 2007-2009, with responsibility for supervision of all financial services companies in Bermuda, including the third largest global reinsurance center. He represented the BMA on the Technical Committee of the International Association of Insurance Supervisors.
Prior to joining the BMA, he spent eight years at the UK Financial Services Authority (FSA) as a Head of Department in a variety of posts, responsible for exchange and clearing house supervision, for secondary markets and listing policy and for banking supervision.
In this latter role, he represented the FSA on the Basle Accord Implementation Group and chaired the FSA panel responsible for economic capital model review.
Before joining the FSA, Matthew Elderfield established the European operations of the International Swaps and Derivatives Association (ISDA) and held posts at the London Investment Banking Association, the British Bankers Association and a Washington-DC based consultancy firm, the Institute for Strategy Development.
In March 2011, Mr Elderfield was appointed as an Adjunct Professor at University College Cork.
He is Consultant Editor of “A Practitioners Guide to the Markets in Financial Instruments Directive” and has contributed chapters on exchange, derivatives and capital adequacy regulation for a number of publications.
Matthew Elderfield graduated from Cambridge University in 1988 with a Masters degree in International Relations, and earned a Bachelors degree in Foreign Service, cum laude, from the School of Foreign Service, Georgetown University in 1987.
